Luke graduated from Victoria University of Wellington with an LLB in 2022 and was admitted to the bar in October 2023.

Luke joined Tamaki Legal in 2023. Prior to that, Luke worked in the Parliamentary Service. He also did some work with think tanks, helping with comms, as well as drafting and editing research reports. He is currently involved in the Health Services and Outcomes Kaupapa Inquiry, Te Rau o te Tika: Justice System Kaupapa Inquiry, the Mana Wahine Kaupapa Inquiry, the Renewed Muriwhenua Land Inquiry, and the Freshwater and Geothermal Resources Inquiry as well as Marine and Coastal Area High Court Applications.
